Pennsylvania · PennDOT knowledge tests
160 free questions across 8 endorsements, 20 in each section. CDL Full Access is $19/month and opens the other 280 starter questions, for every endorsement, not $10 each. Air brakes, combination, hazmat, tank, doubles, passenger, and school bus are included with general knowledge.
These are PennDOT’s permit FAQ, the CDL FAQ, Title 75, and Commercial Driver’s Manual PUB 223, not a promise about how anyone scores. You need a Pennsylvania driver license before the commercial learner permit. This site does not issue either document.
PennDOT says you file the commercial learner permit application (DL-31CD) and the self-certification (DL-11CD), pay the fees, and, for non-excepted driving, submit a medical examiner’s certificate. PennDOT then issues a Knowledge Test Authorization for each class, endorsement, and restriction removal you asked for. That authorization is not a learner permit and cannot be used to practice. You may take the knowledge test the day it is issued. It is valid for one year and allows three tries. The permit is issued after the knowledge tests are passed.
Title 75 §1607(d)(3) says you must hold the learner permit 15 days for the class you intend to drive before the CDL examination. PennDOT’s FAQ says the same 15 days run from the permit issue date to the scheduled Class A, B, or C skills test. You can call to schedule as soon as you pass the knowledge test, but the date has to fall after those 15 days. A change or upgrade on the permit starts the 15 days over. You have three tries on that permit for the skills test. Federal rules use 14 days. Pennsylvania’s statute is 15.
PennDOT’s CDL FAQ lists Class A as 70 knowledge questions plus a skills test, and Class B and Class C as 50 plus a skills test. Passenger is 20 questions plus a skills test in a bus. School bus is 25 questions plus a skills test in a school bus, and the passenger endorsement is required. Doubles and triples are 20 questions and no skills test. Tank is 20 questions and no skills test. Hazmat is 30 questions and no skills test. Removing an air-brake restriction is 25 questions plus a skills test in an air-brake vehicle. Certain oral and Spanish tests are available by appointment only. The manual tells hazmat applicants to pass the written English version of the hazmat knowledge test and a security threat assessment.
PUB 223 says the skills test is the vehicle inspection, basic vehicle control, and on-road driving, in that order, in the type of vehicle you want on the license. Title 75 requires the training in 49 CFR Part 380 before a first Class A or Class B skills test, and before a first passenger or school bus skills test. The manual says the tests meet 49 CFR 383, which sets an 80% floor on each knowledge test. The sets here use that line. They are not PennDOT forms, and this site does not publish a pass rate. One Pass Prep is not an ELDT course.

20 free questions in each endorsement. Answers stay hidden until you submit. The line on these sets is 80%, which is the written-test line in 49 CFR 383.135. A score here is not a pass rate. The counts on each card are the free set and the original questions in that section.

The questions are original. They are written for the same topics the national manuals cover, which Pennsylvania uses. They are not PennDOT items. Mixed free practice pulls two free questions from each endorsement. All CDL states.
